Harrison, a day before leaving office, had published a newspaper advertisement in disregard of a recommendation by the AG to import 250 cows for 2018.
The Sri Lanka Agrarian Conference has lodged the complaint with the AG.
Imported at a cost of Rs. 500,000 per head, the cows had been given for around Rs. 200,000, causing the losses.
Four hundred cows had been given to former deputy minister Lakshman Wasantha Perera and minister Soyza received 20 others, convener of the conference Namal Karunaratne alleges.
These imported cows suffer from two diseases – BVD diarrhea and a liver infection, which could be passed onto other animals and even humans, he says.
Already, 100 cows had died of diarrhea.
A person from Nuwara Eliya, who bought 21 cows, has been left without any compensation.
